What it does
It changes the tone, generally towards a fuller, more gathered sound, and it can take a troublesome resonance at a particular engine speed out of the system. It is a cheap part with which a system that sounds hollow gets corrected.
What it does not do
It brings no power. If somebody tells you a gas accelerator makes horsepower, they are selling you noise. The power comes from the diameter of the system and from the end nearest the engine.
Size and welding
The diameter is chosen exactly as the pipe is, measured with a caliper. The part is welded in, so the position is thought through beforehand: moving it means cutting and one more weld.
