First the car settles
The surface has to be flat, the car at its final ride height, with the weight let down onto the wheels and the wheels rolled back and forth so the suspension settles. Without that, any figure measured afterwards is an opinion.
Camber, then toe
The gauge attaches to the wheel and reads camber in tenths of a degree. Toe is measured afterwards, with plates or with string, because changing camber changes it. Do it the other way round and you work twice.
The steering wheel locked
The locking system holds the wheel straight and the brake pedal pressed during the measurement. Without them, the wheels move between two readings and you cannot see why you do not get the same result.
